I have a few individuals living in my neighborhood who did this low class ghetto behavior and I want to report them.

Just curious... What give you audacity to complain about a homeowners preference of their yard choice?
Concrete front yards are a premium for Russian and Chinese families though. They are the ones buying into these neighborhoods with the big bucks.
