It's all about location, transportation is not ideal but the G gets you to the 7 and you're quickly in midtown. There's also the ferry now from there and it's next to billyburg. Not my choice either but I can see why people move there

It is still a rat-hole. Just some of it is now an overpriced rat-hole. Much like many neighborhoods these days in this city. You probably couldn't pay me to live around there. Yes, even these days.

For example, Borough Park is a good neighborhood in some ways: very low crime, subway in the neighborhood
Bad neighborhood in other ways: sort of far from Manhattan, no nightlife (or even non-kosher restaurants!) to speak of...
