Usually, people flee from NY to escape the high COL-places like the Carolinas, Las Vegas, Florida (when it was cheap). LA is still an expensive place to live, especially home purchases. My family moved there 40 years ago. I really doubt that there is going to be a mass exodus to LA from NY.
East coast migrants are betting that they can live well by buying cheap homes in the san fernando valley and inland empire - until they face the 2+ hour commute.
Probably the same ones available to them in NYC? I adore Chicago's architecture, but I would feel claustrophobic not living on a coast. I'd rather be homeless in San Diego or destitute in NYC/Jersey (current situation). Plus they have lame pizza.

Chicago sucks. Not sure why anyone would want to live there.
