That surprises me - I thought anyone had the right to sue - but that seems a dumb issue to take a stand on.

“The Public Advocate lacks capacity to bring this suit, she undisputedly lacks express statutory authority to do so, and such capacity is not implied by her powers and duties pursuant to the city charter,” the decision says."

No, not everyone or anyone can bring legal action. In most instances you must have "standing":
https://en.wikipedia.org/wiki/Standing_(law)

This and or otherwise have been personally harmed by a law or something.

Court made clear that the office of Public Advocate as created does not have the legal authority to bring such legal actions. Ms. James personally cannot sue as she neither is a student affected by lack of AC and or part of one similarly harmed.

What the James woman has been seeking to do is turn her office into some sort of law making body (if only by case law, not statues), which is *NOT* what the public advocate's office was created to do. If that person/office wants laws it must go through the city council.
