It seems odd to me since the mezzanine level of Dekalb station seems to be the same as that basement level and they are directly adjacent to each other. Were there ever plans to? Is there any possibility of it doing so in the future?

Forcing planned growth usually isn't practical.

Nothing is worse than having to take an elevator at the Clark st station.

Neither MTA, NYC nor NYS has the statutory authority to force a LL to open their property to subway system. Absent such consent and or agreement nothing happens.

Many buildings that once had subway access via their basements have sealed and or closed them up for various reasons. Security and liability are the ones that comes to mind most often.

Right, I get that they don't have to, but I'm wondering why they don't and if there were ever plans to or if there are some set of conditions they have for revisiting the idea. Is there perhaps also a structural reason for it?

I reckon having a clear line of sight to what's going on in the basement while exiting the station would entice a lot of people to go (like the splurge buys that are generated from lining candies at the supermarket check out lines). I wonder if it's actually something fairly easy to implement, but they're waiting for a certain level of stable foot traffic?

Dekalb Avenue on the D train used to have an exit directly into Albee Square Mall in the '80s - notice that I said the D train, the D train used to run on the Q line back then
