Not necessarily. Puerto Ricans tend to be pretty mixed too. It's just that the ones you've encountered have been lighter. To be honest, I used to see many more of the darker Puerto Ricans here in NYC. My guess is they've left and moved elsewhere. As I said previously, you may see one light one but within the family they come in all shades. I have a neighbor who has family stop by, and they all have different skin colors. She is light, but all of her male family members vary in looks and skin tone. One is very brown (boarding black to be frank) compared to the rest of them.
