If you complain about inadequate heat in your building, where do the test the heating level from?
Where the thermostat is place in the middle of the room by the closet it reads barely above 68. Where I placed my own thermostat by the windows it reads 60. Will they have to turn up the heat based on the temperature by the window or is the landlord responsible for insulting the windows so its not cold by them?
As per nyc rules
"Building owners are legally required to provide heat and hot water to their tenants. Hot water must be provided 365 days per year at a constant minimum temperature of 120 degrees Fahrenheit. Heat must be provided between October 1st and May 31st, i.e. "Heat Season," under the following conditions:
Day
Between the hours of 6:00am and 10:00pm, if the outside temperature falls below 55 degrees, the inside temperature is required to be at least 68 degrees Fahrenheit.
Night
Between the hours of 10:00pm and 6:00am, the inside temperature is required to be at least 62 degrees Fahrenheit."
If you have drafty windows they might need re-insulation caulking around borders frame both inside and outside.

My question was when you report your landlord and they come to take the temperature of the apartment, is there a certain place they take it at.

I wish I lived in a building that skimped on heat, I hate heat. Unfortunately I live in a nice co-op building, and they keep pumping the heat non-stop. AND I have to pay for it. F***ers.

Ya say then until it goes away and your freezing in your apartment as have to wear double clothes, hat, scarf, boots etc

No not yet. I'm guessing due to the cold weather and holiday they have a lot of people to call.
I do have some heat so its better then people who aren't getting any.
