As long as city housing projects are not sold by the city to become privatized
and ethnicity remains above 50% all will remain status quo regardless of
which fast food restaurant comes in and sets down roots.
Once the dominant ethnicity falls below 50% gentrification will steam roll
throughout the neighborhood.

Most of Harlem is not the projects a d the status quoted has changed considerably. In West Harlem Columbia University has bought from 125th to 135th and is developing that area right next to the projects. People and businesses have already been displaced and two new buildings are already open as other buildings are under construction. The Hamilton Heights section of Harlem has no projects and has excellent views of the river plus Riverbank State Park. Lots of gut renovations, and lots of well off people have moved in.

This is a kind of shallow analysis. Chelsea has huge projects and no one seems to notice them.
Also most projects are on the east side of Harlem, Harlem is huge and those projects are not going to scare people, specially when crime is at a historical low.
