I work a 9-5 for the government. But it seems as soon as I leave for the day, a few minutes pass and it's time to go back to work again. It's a constant 9 to 5 loop. I don't find time to network or mingle. I want to be seen and know whats out there. Please help while I'm still young.

Just go to nice bars or lounges, ones with live music especially. Music is one of the few things that bring people together. With Spring on the way there will be many outdoor festivals of all types. Those are good too.
"Network"? Do you mean "make friends"? If so, maybe the first step would be to stop calling it networking, as if you're maneuvering for some personal advantage.
But 9-5 is nothing. Stop complaining. Tons of people work until 6, or 7, or beyond. Just sit down and think of some things you enjoy or are interested in. And then find some pertinent group. Take a cooking class or join a dining group. Do volunteer work for a politician. Join a movie club. Find a group for your particular ethnicity.

Being "seen" in the club lounge scene is more about being viewed as being in the hip and cool crowd. Many places advertise as 'the place to see and be seen"
Unless your John Cena, since no one can see him. He says this ALL the time!
Join you profession's state society, they usually have a lot of events. Also, give thanks for your 9-5 schedule, it's busy season for us and we don't leave the office earlier than 9PM and might have to work some Saturdays until mid-April.
