Article made me think of our own WildCardSteve (who we've not heard from in several months), in that you just don't know who these people are lying on streets covered in blankets.
I don't really get it. Based on the 1st sentence, "Nakesha Williams resisted help from social workers, friends and acquaintances." It looks like people wanted to help her but she said no. I guess she is happy with her current condition or her ego or mental condition just prevents her from accepting help.

Also read the comments on the opinion page for they tell something nearly everyone who has dealt with and or knows about mentally ill; they often are *very* difficult to reach/treat because they refuse. Bi-polar and or schizophrenics are top of that list
Many of the homeless have mental problems and in the past they would be residing in mental hospitals instead of on the streets like they are now. Trump is right (again as always). Time to bring those institutions back.

If you also read the article Nakisha knew what she was doing. The options available to her where in her mind as horrible as the streets were. So she rejected help.
At least you guys can’t accuse her of welfare fraud, and yes there is often a “stigma” to getting help.
I guess the shelter system is not that friendly? Maybe these homeless people prefer to stay out on the street, and let nature take its course. If they refuse, that's their right.

I have read interviews with homeless people who say they feel safer on the street than in shelters. There is a lot of violence, and one guy said he went to sleep only to wake up and find that someone had stolen the shoes off his feet.
Interesting. I had no idea they had such a program. I think it's a great idea. Have people go live somewhere where they have a chance of affording to pay the rent. The rents in that county are $600/mo.
