I see both side of the argument. One side is saying is better to be safe than sorry. The other side is saying, you are holding the train back by limiting the speed, which is true as well.
Why not put bluetooth or a GPS tracking device on all trains to monitor them? We have WiFi down on the train stations now. The MTA should link up with Waze or a company that has experience with GPS to create an alternative tracking system. Link up with Verizon to ensure that no outages occur with the GPS link. This way trains can be more automated.
If they went to a new signal system, a big part of it would be a high accuracy train tracking system. They don't really have that now.

It was all good when he was alive... the trains were on time.
If the MTA is competing against another company for your money they would use the latest and greatest tech like any private business would do to get ahead.
There is zero incentive for them to do so and safety is their only concern. They are risk averse business as long as nobody gets hurt they can take as long as they want.
