Why? It's a city license. I has the somewhat unique property that it's transferable. That does not mean that the city has to continue it into perpetuity.

What has stopped changes to the medallion system up till now has been the political clout of the taxi lobby. A lot of this came down to money. They have a lot less of that now.
And, of course, if the taxi lobby was all that powerful, Uber, Lyft, Et Al would not be allowed to operate in NYC.
