Interesting. So part of the push towards criminal justice reform and marijuana decriminalization and ultimate legalization is that criminal justice facilities occupy valuable real estate. There are long term plans to close Rikers as well.
Here's more on the plan to close Rikers: First Rikers jail to close in summer as part of 10-year plan - NY Daily News
So you want a prison in your neighborhood?? Rikers Island should remain a prison. They should create a new facility on site and start destroying the old sites one by one.

Well they have upstate facilities, as well as smaller facilities they can use in the outer boroughs......
Just like Roosevelt Island used to house insane people in mental hospitals and those hospitals are all but gone. Replaced by the apartments and Cornell Tech.
Stop and frisk is gone and the move even towards hard drugs is rehab and not prison. So the same amount of prison space is not needed.

And look at the amount of mentally unstable people walking around in NYC. I am not for mini-jails in every borough. Rikers Island is perfect and has a lot of unused land space. They can built taller prison facilities with a better layout inside to protect the inmates and guards. Use the other half of the site to house homeless and mentally unstable people.
This is just land developers that want the space to create new apartment buildings.

You have outpatient care for people with mental illness. By law you can only involuntarily committ people who are actively a danger to others or to themselves.....
So those hospitals weren’t needed and Roosevelt Island got developed.
Rikers is not needed as the mini jails in the boroughs and the prison’s upstate are enough. The land needs to be redeveloped....
they need to outsource the prisons upstate.. completely demo rikers island, and construct shelters there. have those with mental illness and other issues reside on the isle
