I am sorry to hear that. For city job, in general you have to take a civil service exam and get call for an interview. However, you can still apply on any job posting that doesn't say anything like you have to be permanent on certain title. You can still land a job with city without taking exam. Some jobs are basic administrative work, and you have to keep checking on new jobs posted on the website.

You can get a city job, get all the benefits but you wont be permanent meaning if any layoffs happen, you'll be one of the first to go- you can take the civil service exams and hope that your office picks you from the list and become permanent (if you choose) or move to another agency.

This true but once the exam for that particular job comes out and the list is established, you'd be out on the street if you don't make it to the top.
Not always true if the classification is exempt. However, most admin work is not exempt. I seen most exempt position with DOI. So, that would be one way of not worrying about the exam.
