Example an area could have lots of Polish Americans, but because they don’t have a Polish accent you may not perceive them as such. A Brooklyn neighborhood could have lots of Dominicans right in front of your face and you may perceive them as other Latinos.

Well the numbers are important of course, but I believe there are other factors as well such as concentration of ethnic businesses, and presence throughout the borough.
