Its the employers, they are not paying enough. If they did, taxpayer not need to pay.

I don't begrudge those needing assistance, but it illustrates how dependant NYers are on the very rich they despise. If rich NYers left most of these services would be gutted, and where would that leave vulnerable citizens?

It's also worth noting that much of the generousity of the NY welfare system in dollar amounts is due to the high cost of living here. If the same set of services was available in Georgia or Texas you could probably serve twice as many people.

Would be more if numerous people were not scammimg the system. Fake "disabilities" many use the benefit card for beer and cigarettes. They get reduced rent, rent a room for cash profit in thier apartments, or work an off the books job. These factor stigmatizes others a lot unfortunately.

Depressing.

I also wonder if the fact that NY is the most generous with programs and money for the poor, that that is like a beacon to poor people from other states. Hey kids, all we need to do is make it to NYC and they will take care of us!

If they can keep people working for them, employers are paying enough. They're not running social service organizations.

The city is in a difficult position.
It has been proven that an IQ of 83 or lower will not be sufficient to compete in a technologically based society where
cognitive skills are constantly challenged. Those with high IQ's will be successful in New York while others will struggle
at minimum wage scales entailing employment of continuous challenging repetition. We are all aware that beautiful and
evil people span the IQ range. This has nothing to do with personality. New York has been driving to become the Silicon
Valley of the United States. This requires extremely intelligent people not nice people. One in 10 persons has an IQ at 83
or below. This is a statistic that will be an unavoidable burden on the city. When an individual can not earn a wage sufficient
to survive in New York then there is no choice but to accept the city handouts from rent, medical and food stamps. This comes
at the expense of the higher wage earner. If the city is to survive as a top technologically advanced society the IQ scores will
need to rise. Until then lower wage earners will be the heavy burden of the taxpayer.

Mr.Retired, what an outstanding post. Implementing your ideas here would go a long way towards making NYC a better city. Start with IQ, that one being obvious. All people seeking to live in NYC should be forced to take an IQ test and if they can't crack the 100 mark, they can't crack the Big Apple. Sure, George Castansa will probably get Elaine to take his test for him...but we're on to him. And watching. And, please, let's buy into that delightful and no doubt correct notion that whites are the smartest of races due to their IQ scores. No biases there.

the quality of life in New York would improve measurably if people of 120+ IQ would fill the bus boys, street cleaners, transit workers, janitors, etc., that make New York run.

Your notion of NYC, or a least Manhattan, be turned into a gated community is spot on. And unlike Trump's dumb wall on the Mexican border, the NYC wall in the Hudson and East Rivers has a lot more going for it: protecting the vaunted real estate of the gods of Manhattan, while doing double duty of preventing the rising waters of the ocean, the bay, and the rivers from inundating the City.
