How are the older apartments not subject only to the Rent Stabilization increases?

These real estate promulgated rent studies are little more than advertising to soften the blow for new move-ins.

I doubt that the ACTUAL median rent in Highbridge, counting ALL rentals, has moved up very much. If they take the median of all NEW move-ins, then it is a different story.
Find out who owns "Zumper" and you will understand the real story.

I was paying $1050 in rent a small 2 bedroom in the Rockaways 10 years ago.

Now 2 bedrooms are $1800
