The top universities accept students who stand out for their peers or who show substantial academic progress. I’ve known high school drop outs who later got GEDs and then associate degrees who later got accepted into top universities or universities in general.
Or people who join the military and decided to use their GI benefits to pay for their degrees.
They do consider that--students also need to meet a certain threshold of ability and knowledge especially for more technical fields.
The path back from being a high school dropout to a top university is certainly possible for some, but it's much more difficult and the probabilities of it are much lower than having done well and learned things in high school from the beginning.

It's the $$$ and the power. It's easier to pit minorities against each other I guess.
Citywide choice--but some people have more choice than others. I'd love it if DeBlasio would get rid of district and borough priorities but hear nothing about it.
