I don't agree with the word mope.
Mope is defined as to be miserable,despondent or a person with low spirits.

I think those who give to the homeless are doing it out of their heart.
I saw a man once take off his jacket and give it to a homeless man. He was a hero to me.

I saw an old woman poorly dressed and barely able to walk give a few pennies to a homeless man.
I call her blessed.

I once asked the priest in my local parish I often see the same homeless man at the same spot looking for
a hand out. I asked father not sure if he's scamming and should I stop giving change when asked.

His response was forever: If you can't prove he is a scammer give out of the charity in your heart and let God
deal with the rest.

You can't tell someone what to do with their money and IMO you can't take offense to someone giving.

But personally, I know better that most panhandlers are either professional beggars or will use anything you give them to get the next hit. If you want to give to charity the best way is to donate to a good accredited non-profit
