Are there any rules to renovating an apartment such as certain hours, length of time the work takes, etc.

My neighbors are re-doing their bathroom and I think I might go INSANE.

it depends. certain co-op apartments only allow people to do renos in the daytime hours during the week, never at night and not on the weekends. My friend's place had that restriction.

All co-ops and condos restrict work to specific hours and ONLY on weekdays. In my current building work can only be done from 9:30 AM to 4 PM on weekdays. You need to check the house rules if it's a co-op. In a condo, look at the offering plan, because that's frequently detailed there.

Also there are some buildings that state that all work must be done within a certain amount of time (usually 6 months). There are other buildings (One Sutton Place South, for example) that allows work to be done ONLY in June, July or August.
