First, you have to prove your financial status to be placed in a project (which is like a Council House). YOu must be a legal resident of the US. Check about subletting someplace for this summer if you still feel like pursuing this.

Try Brooklyn along the B and Q trains - such as near Parkside Ave, Cortelyou Rd. or Newkirk. Make sure you are looking at the B and Q, as there's another line that goes through Brooklyn that has similiar sounding stops. Rents are cheap, esp. around Newkirk, the area safe enough and it's a straight ride on the subway (25 minutes) to union Sq. You won't need to change trains. Subway map at mta.info

Check craigslist for summer sublets. You might have a bit of difficulty because often people will want to meet the person they are subletting to before committing, to make sure you aren't crazy (etc.) Could you crash on a friend's couch for a few days when you arrive and look for a sublet then?

edited to say: the areas I am referring to are called Prospect Lefferts Gardens, Prospect Park South, Flatbush, Ditmas Park.

Perhaps this person found a place to stay for the summer but I recommend Craigslist to find short-term sublet or room share.
