Either that or the apartment is rent stabilized and the LL knows he can get more money when the existing tenant moves out and the next one moves in.
Wouldn't it be funny if:
1. The ghost follows him to his new address; or 2. It was the landlord's evil tactic to get a rent stabilized tenant out, and you guys will be reading in the papers about how this landlord was arrested for doing so

There was a guy that died in an apartment building I lived in and management waited a very long time until his belongings were claimed, and then I guess they had to go in and re-do the entire apartment, as he was found in the middle of the summer, and you know what happens with all of that heat, etc. The smell in the hallway was unbearable and it took several months to get rid of it completely.
In NYC even the dead think they can claim squatter's rights!
