For those city dwellers interested in having fun in the water, this is that last place in the tri-state where you can do so affordably. Where vacation cottages still go for less than $200k. It is geographically located between the Hamptons and Fire Island, and can be reached by rail from NYC.
I assume when you say “city” you mean Manhattan, because Brooklyn and Queens have beaches and they’re uncomfortably PACKED in the summer.
As others have mentioned, it’s an odd question. The Hudson is full of boats in the warm months. There’s tons of tourist boat and ferry rides. Jet skiing in that gross water isn’t something most people would want to do. The city has had increased water access, with popular waterfront hang outs in Manhattan and Brooklyn.

Maybe last place in NY. There’s still some cheap property in NJ, and in CT east of Bridgeport. The latter with great rail access.
There is actually a very active open water swimming community in NYC. We swim out in Brighton Beach/Coney Island, we swim in the Hudson and East Rivers - we swim around Governors Island. There is plenty of water activity around here. Jet Skis are plentiful out in the summer although they are a big problem safety wise - riders often do not adhere to safe boundaries and put swimmers at risk, so jet skiing is not really encouraged here. There are plenty of boaters out and about.
