This is nothing. There have been plans in the past to drain the East River completely and even a separate plan to fill in the Hudson. Too bad neither of these happened in the era when we were actually capable of doing something like this.

London's Underground subway system is relatively new in comparison to NYC's MTA.

Well, it’s had more recent extensions, though it’s oldest bits are actually older than our older bits and are the oldest in the world.

The tube costs way more than the NYC Subway. No one in power ever really recognizes the subway for how cheap it is. Raise the price and if you can't afford it

deBozo is doing this all just for show. He has no idea where he is going to get the $10 Billion from. He said the city is putting up $10 million for a study, which probably will be a waste as well (but then what's $10 million anymore?) because back when Bloomberg was mayor right after Sandy, he too made a whole bunch of grand proposals that are now collecting dust.

The best way to get this done and without costs to the city (taxpayers) would be to allow new development on the waterfront. Every new development would be responsible for building up their part of the waterfront.

Of course, this would not sit well with NIMBYs so they'll go screaming to the usual pandering pols and so this idea will get snuffed.

I think De Blasio is a left wing nitwit, but this is an idea worth looking at. They already have done some of this in Brooklyn in Long Island City.
