Yes he can write his book report and get job training in jail, and if he isnt a repeat offender this record can eventually be wiped out. But people who live in these communities need to do so safely.
Contrary to what the racists who post on this forum love to suggest most people who live in poor communities are not violent and neither do they endorse violence. They too have rights.

It's difficult for me to say what should have been done because to be honest, the resources aren't there. Our system is very good at punishing but not treating. Most of these young men who are getting into gangs, nazi groups, etc., don't have a father in their lives. It's very interesting. There's a ton of factors, which tend never to be addressed and I'd argue are ignored.
