I'm looking into a trip that involves going to either LaGuardia Airport or JFK. Is there any way to get there from Penn Station or Grand Central Station taking public transportation? Or any private car service that's not expensive?

1) Subway to JFK Airport Airtrain to JFK:

From Penn Station in NYC, the E train will take you to the JFK Airport Airtrain (Sutphin Blvd. - this is the Jamaica station) in about 45 minutes.
Then it's a 12-15 minute ride to the airline terminals.

Besides subway fare, you pay $5 ( use metrocard ) for the Airport Airtrain at Jamaica Station.

2) Not sure if you just want private car service but cheapest might be using the Via app to set up a car ride to the NYC airports:

You may want to consider Via car service ( generally cheaper than UBER or Lyft but you may have to allow for more time since Via will have multiple riders to pick up unless you have option of not going with shared rides, which will also mean higher cost; not sure about booking Via just for one party; maybe someone else can chime in. I believe you can choose a ride that is not shared with other passengers but check first by trying it out on their app, VIA if no one else responds first in this forum.)

From a google search:
But trips to the airport will cost Via users more than what they're accustomed to. Via has been charging $5 to $7 per ride in Manhattan. A trip from Manhattan to LaGuardia will cost $24.95, while a ride between Manhattan and JFK will run $39.95. And any additional passengers in the car will pay $5 a piece.Jul 21, 2016 (rates quoted are from 2016 so probably have gone up, but Via is generally cheaper than the other 2 car services via your phone apps)

I use two private car services based in Brooklyn to get to JFK. You can call them and see if they will pick you up in Manhattan and what the charge is. Normally from Brooklyn to JFK they charge me approx. $40-45 ( tip not included). Credit card payment usually is a little more expensive.

Brooklyn Radio Dispatch ( BRD): 718-384-4444

Metro line car service: 718-388-1800; 800-388-1111

Metro charged me $38 cash, $42 with credit card last ride from JFK to Brooklyn, so approximately the same amount or less if going from Brooklyn to JFK.

I do not know what these two companies charge from Manhattan to JFK or LaGuardia. I believe they pick up in Manhattan. Check with them and ask about their prices. BRD may be a little more expensive.

Look up NYCairporter.com. It is an express bus that goes from Grand Central to either airport, costs $16 to LaGuardia, $18 to JFK.

If the OP departing from Grand Central Station they will need to take the Uptown number 6 train for one stop and change at 51st Street/Lexington/53rd Street to the Jamaica/Queens bound E train. (There are escalators and elevators at transfer station between the 6 and E lines.)

If the OP is going to La Guardia Airport, they will need to get off the Roosevelt Avenue/74th Street station (which does have elevators) and transfer to the Q70LTD bus to the airport. (The transfer from the subway to the bus is free with one's Metrocard.) I believe the bus ride is approx. 10-15 minutes to the airport but due to the airport construction one should probably factor in a bit more time.

Next to Grand Central, one can take a direct airport bus to JFK and I would assume that there is also one that goes to LGA.

R train doesn't stop at Penn Station, it stops at 34th-Herald Square.

LIRR from Penn to Jamaica is as fast as you’re going to get if there’s any traffic, unless you have a helicopter.
