Opinion:
Nothing misleading.
He did not have a license.
He had one before but not during this tragic accident.
You can not lawfully drive a vehicle without a license.
There's no free pass out jail card. He did not have a license.
It was suspended. Hmmmmmmm Wonder why?

Would you let a doctor operate on you if his license was suspended?

Never applied for a driving license implies that the guy didn't even have a license before.
In reality, he had one and lost it, and then didn't pay to reinstate it.

A lot of people only read the headlines to react, so in that regard, this is misleading.

No, but I would say his license was suspended, not that he never had a license.

His license was suspended agreed.
He could not produce a license at the scene
of the accident and was promptly arrested.

He did not have a license.........Open/Shut.

The real story of the article is this - A 10-year-old boy riding a bicycle was struck and killed by an unlicensed driver...

But yeah, let's debate the semantics of less than a perfect headline.

The headlines reads “driver NEVER applied for a drivers license”. That would imply that the driver never had a license to begin with when in fact, it should have stated that the driver was driving with a suspended license.

“Ulterior reason?” LOL. Not at all. I’m just pointing out 1 instance out of many where the media blatantly puts out misleading headlines.

If you applied for a drivers license and then had it suspended, does that mean that you “never applied for a drivers license?” No, it means that it was suspended and you failed to have it reinstated.

He knew that he was not allowed to drive. Somebody died from it. He should be in jail. End of story.
