The state legislature doesn't actually vote on the capital budget of the MTA until next year, so depending on the results of this study it would be possible to include Rockaway Beach LIRR.
The A train going to the Rockaways is running on old LIRR tracks. There's an abandoned portion of the LIRR that veers off from the connecting A train and goes to the Rockaway mainline. The MTA ultimately plans to reactivate this portion of the LIRR. They have two options. They could reconnect it to the LIRR and run LIRR trains to the Rockaways with the A train. Or at Rego Park provisions were made for a connection to the Rockaway Beach LIRR. They could connect it to the Queens Blvd line and run the M or the R locals to Rockaway Park.
Cuomo decided two years ago Airtrain needs to go directly into Manhattan. He'd like for the Airtrain at Howard Beack to merge with the A train and run over the Rockaway Beach LIRR to either the LIRR mainline or the Queens Blvd line. This would involve the Port Authority, and the Port Authority and the MTA would have to design trains that could run on the Airtrain, subway, and LIRR systems.
