Those 80/20 buildings will all be mostly section-8 in a few years as the market rate tenants will wake up to what they are living with, and flee the loud parties, fights and NYPD visits. They definitely should. Warehousing poverty in just a few neighborhoods on the fringe of the city only condemns the residents to long the poverty as they see far from jobs and specialized services bices they need like job training, education, medicine, and mental healthcare,
