Basically criminal gangs have taken over certain neighborhoods. Of course someone who is a criminal is going to push to have their names removed from government databases.
Certain poor minority neighborhoods had no institutions to stop gangsters from basically ruling the roost.
Oh boy... And if they don't get their way, I'm sure they'll find a way to cry racism. That's the new norm now. Disagree or want something. Yell that the person you disagree with is racist!! That'll learn 'em!!

Illegal immigrants, criminals, gang members homeless. The Democrat party uses them as shock troops. Send them in to destroy the neighborhood, destroy quality of life. Middle class tax payers move out, and are replaced by people who depend on Gov't for everything. Once they depend on Gov't for everything they are easier to control.
Don't have to worry. Names are never removed from databases.I don't care what anyone says.
And criminal records are never really expunged either. I have first hand experience with this.
The information just gets moved to another computer database with easy access to those who need to access it.
