I agree. Its not the only new development either. The fance Vue complex is new standing where the old El Greco diner was. It has some upscale shops and eateries too.

Sheepshead Bay will probably continue to attract wealthy Russians/Ukrainians. But it has barely any qualities that hipsters would like.

I agree. I think Russians really like the neighborhood (in spite of its distance from Manhattan) and find it desirable.
Others? Not so much.
