There are 2,700 jobs on the chopping block at the MTA as the agency brings on about 120 outside consultants to help them consolidate.
"We need to find $1.6 billion between now and the end of 2023. Those are the numbers," McCord said. "We have to do it, and we have to find the best possible way of achieving that objective."
Opinion:
This an example of the imbalance between Union and a corporation.
When a boss cuts corners and adds a workload the balance tips too much in one direction.
When a one man job requires 6 men ( 1 to over see ,1 to do the job, the other 4 standing around as observers )
then the balance tips in the other direction.
The American run MTA has had more than enough time to straighten out its act.
An ax man from England isn't about to make any drastic difference.
I say fill the hole with sand.........cut your losses and return this public transportation back above ground.
As far as how will people move around?
Bus,uber ,taxi,cars,motorcycles,bicycle,walk,you name it .........it's already here.....................
We also have a system that is ancient and held together with duct tape. There is a cost for deferred improvement, and this is it
So the solution is to hire a standing army of people who can't do anything, because there is no money to do anything, because it is too expensive to do anything, because you have a standing army of people that you have to pay for.

Got it.
What is your solution ? Changing the union rules , and what else ?

Firing a lot of people in MTA management, changing union rules, changing various requirements related to staffing on the projects, streamlining various procedures (literally everything), implementing proper audits, implementing proper procurement processes. Literally every single thing at MTA is broken and needs change. You don't even have to reinvent the wheel, just copy sensible practices used in other such organizations and you would see major improvement.

Perhaps this effort will yield some of those suggestions
"In 1865, after struggling with retaining workers due to the difficulty of the labor, Charles Crocker (who was in charge of construction for the Central Pacific) began hiring Chinese laborers. By that time, some 50,000 Chinese immigrants were living on the West Coast, many having arrived during the Gold Rush. This was controversial at the time, as the Chinese were considered an inferior race due to pervasive racism."
get some illegals to do it or wait automation apocalypse
would musk's boring company do it cheaper?
Musk is a snake oil salesman who has not done anything the size and scope that would be required in NYC.
