Opinion:

This an example of the imbalance between Union and a corporation.
When a boss cuts corners and adds a workload the balance tips too much in one direction.
When a one man job requires 6 men ( 1 to over see ,1 to do the job, the other 4 standing around as observers )
then the balance tips in the other direction.

The American run MTA has had more than enough time to straighten out its act.
An ax man from England isn't about to make any drastic difference.
I say fill the hole with sand.........cut your losses and return this public transportation back above ground.

As far as how will people move around?
Bus,uber ,taxi,cars,motorcycles,bicycle,walk,you name it .........it's already here.....................

It's a matter of scale. It's not possible to move the same number of people via surface streets. But hey anything to own the libs i guess

Firing a lot of people in MTA management, changing union rules, changing various requirements related to staffing on the projects, streamlining various procedures (literally everything), implementing proper audits, implementing proper procurement processes. Literally every single thing at MTA is broken and needs change. You don't even have to reinvent the wheel, just copy sensible practices used in other such organizations and you would see major improvement.
