Yes, probably so. The last I heard, these were non-violent offenders in jail for not paying fines, etc. Hopefully, they do have family to return to.

- non-violent criminals
- committed only a misdemeanor
- their jail sentence is UNDER 1 year
- ones that are being released "within a few weeks"

Yes. But now the Javitz is being turned into a hospital. Some underutilized city buildings are being turned into hospitals. And college dorms and hotels will also be converted.
From 20,000 the city lost 20000 hospital beds, including for both physical and mental illness. More mental hospitals closed in the early 80s.
