I suppose that would mean that at some point they did have coronavirus, but no symptoms. So they tested postivie but They were an asymptomatic carrier. Then they recovered (don't have coronavirus anymore and would test negative if re-tested)
So if they were to be tested for antibodies, they should have the antibodies that makes the immune from getting it again, at least temporarily. No one knows yet how long immunity lasts.
But if they never tested positive for Covid19, or alternatively took the antibody test and found positive for antibodies (which would indicate that they would have tested positive for Covid19 at some point in the past), then they have no business saying they can't give it to anyone.
