Reform doesn't work since whatever gets repaired another loophole gets opened. Best thing to do is throw out every single manual that is not only different from state to state but different from one insurance company to another. And then start from scratch and create a single manual.

In Manhattan, there is not a single Hospital on West Side, except by the GWB if you can call that the West Side still.

On the East Side, there is Bellevue and NYU right next to each other. At least put one on Midtown West. Could have included one with the New Hudson Yards.

If rush hour, and there is traffic, and you on the West Side, well, your odds of getting to hospital on time diminish.

Roosevelt Hospital (now Mount Sinai West) is on UWS (near Lincoln Center)

St. Luke's Hospital (now Mount Sinai Morningside) is on UWS (Morningside Heights)

Columbia Presbyterian hospital is on the UWS (Morningside Heights near Columbia University)

To set facts straight there isn't a full service hospital on West Side below 59th street (Mount Sinai West) since Saint Clare's and Saint Vincent's hospitals closed.

There was also the French Hospital on 30th street that closed in 1977.
