As Congress is wont to do these many years now any piece or large legislation (especially if rushed) is not very well thought out nor planned. This causes issues later on that may or may not be addressed by subsequent legislation and or rules/guidance from various federal agencies.

There are two issues with PPP and employees who will not return to work. First involves any potential loan forgiveness by federal government. Second is what happens to those currently receiving UI/PUA benefits due to being laid off, and cannot or will not return to work when called.

So far answers seem as laid out above. Government is going to be flexible for the former, but latter are screwed unless they can come up with some pretty solid reasons for not returning to work when called.

Employer must notify state DOL/UI in order to save their necks (if they got PPP money), so that will be that. people are going to get cut off.

The need to have the city open fully before August like another poster mentioned due to the $600 extra ending from unemployment. Many People in NYC can't survive with just their base.

Well, unless they have a health reason, they should go back to work. Eventually, the benefits will run out AND they will be jobless. Lose, lose.

Yeahbut never under estimate human nature! Getting $700 a week (or more) for staying home while "searching" for employment is too good a gig for many to pass up. Again this is money is more, often far more than some people were getting to show up at their 9-5 (or whatever), *and* they didn't have to work.

You can't beat that with a stick.

True, but everyone rolls differently.

Know plenty of guys and girls who live at home, are married to a working spouse or some other instances that are able (and are) claiming UI/PUA. Most if not all of that money is going into the bank and or perhaps to pay down some bills.
