From my school of thought...there are stupid protesters attacking officers and then are
devious but calculated protesters seizing the opportunity to make some quick money.

Sounds like an inside job. Most likely the cars were stolen for parts. I don't think it's easy to export stolen vehicles to South America any more.

Can be organized street gangs that have connections to disable tracking devices. Stolen cars can be valuable as getaway vehicles.
