The official NY page doesn't explicitly state that bars can ipen during phase 3, and phase 4 doesn't say anything about bars or restaurants being able to open in a manner any differently from phase 3.

If any of you happen to know the details of this, I'd appreciate if you share.

It’s so confusing:

Phase 2:

"Indoor on-premise restaurant and bar service, excluding take-out or delivery
for off-premise consumption in Phase 1 and outdoor on-premise restaurant and bar
service in Phase 2.."

huh ?

There's plenty of information out there, see links below....

Restaurants and bars (IIRC) were covered by various orders from Cuomo or BdeB shutting down indoor gatherings. Restaurants can do outdoor dining as of Phase 2, and indoor (with reduced capacity and other restrictions) in Phase 3. Believe it will take reversal or other actions from Albany or city to specifically allow stand alone bars, nightclubs and other such places to open. This is likely why you don't see them mentioned in any listing of "phase".

If you've been to a bar or club you can understand why it will be difficult to work out how they can fully reopen. They are crowded places (hopefully) where social distancing would be difficult to impossible.

But it says "seating in bar areas is allowed if social distancing can be maintained".

And to my understanding, ordering food from the places that are open is not necessary.

Believe that only applies to bars which are part of restaurants, not stand alone establishments.

Just walked up Third from high 40's to 80's; and earlier went down Second in reverse. Restaurants that had bar areas were open (doing that dining on curb and street thing), but stand alone bars still were either shut or only serving booze to go.

I saw a bar on the UWS put out several high tops outside and sell booze and chips to go

Walking around tonight after dinner only bars saw open where ones that also served food. Again they had tables out in front on Third, Second, etc..

As noted in another tread regarding Stonewall all bars gay or whatever are likely in trouble already and more is coming.

Don't see Il Duce giving his blessing to open bars in city unless or until there are ways to have social distancing. That is just not possible in most places due to size and other limitations. Besides unless you're just there to drink away sorrows; purpose of hitting a bar is to interact with friends or maybe meet someone. Neither can be done at six feet apart.
