When I look at the spikes all across the country I see no way it doesn't circle back around to NY again.

What do you mean? He has already yanked gyms and bars. The city is scheduled to go ahead with Phase 3, just certain services are to remain closed.

Well this morning on NY1 he was questioned whether there will now be a pause on Phase 3 because of the situation that's arising in other states and he didn't answer that. He will address it at his briefing today. Phase 3 involved letting restaurants have indoor customers albeit at reduced capacity. That now may be in pause.
Update: Regarding indoor dining, final decision will be made Wednesday as they review data. They believe the virus particularly spreads indoors so they're looking into HEPA filters to see if that will alleviate the problem. Other establishments that are part of phase 3 (nail salons, massage parlors and spas) are on course to open this Monday but there will be enforced compliance (social distancing, mask wearing).

I don't get it, bars are open in NYC with outdoor seating, why can't you go and sit outside? It's summertime, why do you want to be in an indoor bar anyway? I've walked out of bars in the summertime before because the AC was not to my liking.
