This seems to cut deeply into the narrative that the NYPD is simply run rampant with violent, sociopathic, disrespectful officers. At most I see 3% of officers in substansated cases as of this year, most precincts don't even crack 1%.
Since this comes straight from the CCRB, I tend to believe this isn't a fudging issue. When is the media going to start publishing facts instead of narrative?

I think thats just the percentage that matched one of those criteria. But as we've seen the police have a habit of downplaying their excessive force reports.

Yep. While I support the idea that black lives matter, because they do...the physical organization of BLM are nothing but a bunch of racists and socialists. The white liberals make up the socialists while the black kids are the racists.
We had a great Back The Blue march today in Bayside, Queens...2,000 strong. It was planned a couple of weeks ago. Lots of families and kids attended. But then about 100 BLM showed up and immediately starting causing trouble. They weren't counter protesting peacefully, they were yelling at little old ladies and kids, calling them racists!
As we surrounded them, along with the cops, they realized they were screwing in the wrong neighborhood. Much like the 1970s and 80s. It was so refreshing to see us Boomers and GenX'ers let these little snowflakes have it! Both physically and mentally.
Little 100 pd girls, yelling at the top of their lungs, quickly realized they were no match for 200 pd Italian/Irish guys!!! And the homeboys just knew damn well better to keep moving.
But, as one of the posters mentioned, everyone there was pretty much cancel free. Either retired or having jobs where they could risk some low life fake news reporter trying to turn it into a racist situation. The vast, vast majority of white people in these hoods won't and can't come out due to cancel culture. But fortunately still there is enough of us left who are willing to keep our streets.
