Each school’s principal will choose one of two models so that student populations can maintain social distancing rules: one model has the school population divided into two cohorts, and the other option has the population divided into three cohorts.

Depending on the school’s chosen model, most students will attend in-person instruction in their schools between one to three days a week. The rest of the time, kids will be enrolled in remote education — Schools Chancellor Richard Carranza vowed that "New York City students will be learning five days a week, whether it's in person, or at home.” Students also have the option to enroll in full-time remote learning.

Children over age 10 spread COVID-19 as much as adults, study finds

A new study has found that older children transmit the novel coronavirus to others as well as adults do, contradicting the perception that COVID-19 affects all young people less than it does the elderly.

The study, released Thursday by the Korea Centers for Disease Control and Prevention, reported that children up to age 10 spread COVID-19 much less than adults do. However, children aged 10 to 19 were just as likely as adults to transmit the virus to someone else.

South Korean researchers identified 5,706 people who were the first in their households to report COVID-19 symptoms between Jan. 20 and March 27, along with 59,073 individuals they had come into contact with. Researchers tested all of the household contacts of each patient, regardless of symptoms, but only tested symptomatic contacts outside the household.

Children under age 10 were roughly half as likely as adults to spread the virus to others, which is consistent with several other studies from Europe and Asia that have suggested that young children are less likely to get infected.

However, children in middle and high school were even more likely to infect others than adults were, according to the study.

What the actual what? The school system was always stacked against working parents, but this is a new low. What employer will put up with parents dealing with this schedule? I don't know where Carranza gets off supposedly being in the corner of the poor and underprivileged. If he really was, he'd be bending over backwards to make sure the people who need their jobs don't get fired by ticked-off bosses. He's not in the corner of anyone. He's just dumb.

I know it's complicated. But it seems like they're not even trying. Sheesh, if they knew in May that they'll be too nervous to reopen, why couldn't they make a plan by the middle of July and stick to it? It would help to at least know what to plan for.

Open NYC Public Schools Only For Elementary And Vulnerable Kids, City Council Education Chair Says

New York City’s public schools should only reopen this fall for the youngest students to attend class in-person, as well as for kids who need special services or the stability and sanctuary of school, according to a proposal from the City Council’s Education Committee Chair, suggesting most high schoolers should engage in full-time remote learning since they'll need less supervision.

“With limited classroom space, access to in-person instruction should be prioritized for those students whose academic and developmental progress is most dependent on the social environment and consistency of in-person education,” Councilmember Mark Treyger, the Council education committee chair, said in a proposal Friday.

As schools grapple with safely reopening this fall amidst the COVID-19 pandemic, the priority should be early childhood and elementary school kids, “children in the formative years of their lives,” Treyger said in a phone interview Saturday. The U.S. Centers for Disease Control and Prevention guidelines say that young people under 18 "are unlikely to be major drivers of the spread of the virus."

A former high school teacher, Treyger said his plan would also “allow all students with (individualized education plans for disabilities), students in temporary housing, students in foster care, English language learners, and students in unsafe home environments (e.g., LGBTQ+ students with unsupportive families) to attend school five days a week, with the option to choose remote learning instead,” though it's unclear how these students will be selected.

If there’s still space after the youngest students are accommodated, then middle school students will also be permitted to attend school in-person either full time or in a hybrid model in Treyger’s plan. Empty high schools can be used for elementary school communities, which happened after Superstorm Sandy in some neighborhoods that had to relocate schools whose buildings were damaged, he said.

Treyger’s proposal is at odds with the official “blended learning” school reopening plan put forth by Mayor Bill de Blasio and Schools Chancellor Richard Carranza that opens the city’s 1,600 public schools for all 1.1 million students to attend in person on part-time basis, with remote learning the rest of the time. Students can also choose to enroll in full-time remote learning.
