How is NY enforcing mandatory quarantine (Ovid, Hope: phone number, places, work)

Hi,

I am thinking of visiting NY in October. I know there is a mandatory 14 day quarantine if you visit from high COVID states. I am visiting from Texas.

How is NY enforcing mandatory quarantine?

Few of my friends flew in to NY last month. They went to all the places but never quarantined.

I work for the airlines and there is no enforcement. At arrival into JFK, pax's fill out paperwork and place in the box. Some pax's just keep on walking and some comply. They cant force you to fill it out. If you wrote your actual information down then you will get a call every day for 14 days reminding you of quarantine and resources that are available to you. That is you actually wrote your real phone number. I have seen Charlie Brown, Scooby Doo etc...

It's not as it cannot (realistically speaking). Mainland quarantines are for show. The only places in the US that even have a chance of realistically enforcing mandatory quarantines are those places where you drive to (and Alaska).
