Bloomberg would have policed better, i agree. The only reason for that being, is to protect self interests. He can't have any graffiti on the 79th street mansion. (Oh no!!!), and to protect the interests of his developer friends.
He would very naive in terms of what Jane and John NYC residents need under the pandemic. He is one of the most out of touch mayors in NYC's history, because he's not a regular new yorker. So would there be a GetFoodNYC program, created if he were mayor? Hell no.
I think Bloomberg was a pretty good mayor. Definitely compared to De'LOUSY'O.
The thing is Bloomberg is a people-pleaser, he'll probably do more or less what the current idiot mayor has done. Probably better but not by much.
I personally never thought of Bloomberg as a people-pleaser. Policies like the sugary-drink restrictions wouldn’t have pleased many people. I thought of Bloomberg as a pragmatist who goes where the data leads him. Data says that obesity contributes tremendously to healthcare costs, then enact policies that will curb obesity, even if everyone is going to complain about it.
