The hole ( China ) was plugged. The birth place of the virus. Ground zero of dozen others as well. Chinese population
3 million visitors to the United States during this terrible health crisis. No comparison to the small fraction of infected
Europeans, South Americans and Canadians that leaked in combined of One million. The next best step would have been to shut
everyone out of the country but that would have spelled disaster for our economy. I choose to pick the better of ( in this case the worse )

Give working people a stipend to live on while they are not working, so they can spend money and continue to stimulate the economy, keeping economic activity.
