All is not lost! New York will come back. Here's a report by the RPA (Regional Plan Assc) that outlines the ways that the tri-state area is similar to and differs from other covid devastated areas. The report should be read with the knowledge that the RPA is an organization that strives for a better tri-state economy and lives.

The widespread protests that erupted after the killing of George Floyd, further instances of police misconduct and brutality, and an increase in gun crime have added fuel to the intense debate over where New York is headed. Scarcely a day goes by without news articles or commentary raising the specter of people and businesses fleeing the city in droves, or pushing back that the fears are exaggerated and ignore New York’s enduring appeal. NYC needs only one thing: a competent city government that will make its emergent priority to strengthen NYPD/exterminate crime, and end the welfare bonanza while decreasing taxes. The decline of NYC is not due entirely or even primarily to Covid (since everyone knows Covid will be temporary in the end), but due to ungodly taxation, anti-business climate, and increasing danger from crime.
When I hear "Old Man River" I think of NYC. The City survives regardless of the political machinations or political affiliations of the mayor, city council, borough presidents, etc. When the Feds told the City to "drop dead", we said: Right back at you!
And not only survived, but thrived. When the city was paralyzed by snow in Feb 1969 or the blackout of July 1977, we came back. Neither terrorists not Mother Nature can totally conquer us.
So, just like the Mississippi, the City just keep rolling along.
It's hard to say this time because covid19 has changed the game. Many major companies have already adopted a full remote working policies that was supposed to happen over a decade ago with tech innovations.
I don't see an end to the downward spiral until the residents rise up and kick out the liberals that wants to promise the sky but only gives cotton.

DeBlasio had begun the process of terrible leadership and the decline of New York City, long before COVID-19.
The RPA always issues these long reports but nothing ever gets implemented. NYC needs a sensible mayor and so far it doesn't look good for our future.
I did not read the report, but have watched the video, and it amazes me how people can make very coherent-sounding public statements with zero content. The video contains absolutely nothing by way of proposal for exact/ specific/ concrete/ practical/ actionable measures to preserve and improve livability in NYC. It does not even hint at what excatly needs to be implemented, let alone how to implement it.
