"cheap" depends on the occupant.

Takes me back to when i was in NYCHA making minimum wage paying little for the apartment. Then as opportunities opened and i got to a position making 6 figures all of a sudden that NYCHA apartment cost Manhattan prices.

Incentives to keep that low paying job to keep the NYCHA rent low.

Family # 2. 4 adults, 2 kids. 1 works.

Holy ****! So rent is calculated on the 30% of that 1 working persons income but they have 5 dependents... Oh they getting that cheap cheap rent for sure.
