Daily price usage cap? I'm not following. Can you explain how it works?
You just need to hit a certain dollar amount. Once you do, any other rides aren't charged and are basically free. This may make more sense for people that are sort of in between traveling, where they don't use the system enough to buy a weekly or monthly, but still enough to be encouraged to use it with capped fares, while being able to pay via pay-per-ride.

The other thing Chava is leaving out is that transportation is HEAVILY subsidized in Europe and elsewhere to encourage use, so you pay more in taxes in exchange for lower fares. The MTA is also heavily subsidized, but its funding sources are much different and unreliable, meaning an ongoing need to find new revenues to pay for operating it. That is the main problem, in addition to the mismanagement.
Individual fares for single rides might actually be higher as riders pay according distance as the systems are divided into zones.

If one rides the daily transportation more than twice in one day, then any subsequent rides that day cost less as less money is deducted and capped at a certain point (there is a max. of a certain amount that can be deducted on a daily basis from the transportation card).

So if I'm understanding correctly, that method is not truly "unlimited."
