Thank you, that's the kind of response I was hoping for, and I sent them a message, although I kind of doubt he'd still be found in the same location at this point, but it's worth a try.

It's real. I just looked back at the 311 request and they closed the case without looking into it:

"No action was taken because the agency determined the condition reported was within acceptable parameters for park/city use."
