If this was done at the earlier in the year and just round up the visitors and force them to quarantine. NYC would not have been the epicenter. It would've just taken a small amount of resources to enforce it and now it's gone full blown pandemic and business killing.

I agree. Its not like Interpol will hunt them down. Even People in other states have unpaid fines and things from NY. They forget about it and life goes on.
They do that in the Cayman Islands, keeping the positives to only 300 at last report;
2 week quarantine even if your a teenage hottie.
