While I wouldn't know if this is unusual or not, I don't know if I would willingly ever submit to a drug or alcohol test either, regardless of whether I had been drinking/doing drugs or not.

There very well may be . . . it all depends on the circumstances of an incident and the jurisdiction. I guess it's the attorney in me. I just hesitate to do things that I don't have to do.
People sometimes get caught up in other things by "cooperating" with police at traffic stops or otherwise, thinking that they are being helpful and have nothing to hide. But the police have their own preconceived notions (they are, after all, human) and we've already seen cases where the police and prosecutors let narratives run wild. And it doesn't even have to be intentional.
Now, if the law requires me to provide a sample or I would lose my job if I don't provide a sample, that's another story. Heck, even if I'm faced with temporary suspension of my license while the case proceeds against me (for refusing to submit to a test), I may reconsider, assuming that I'm innocent.
There are specific ramifications under union contracts for public transit employees who refuse drug tests under these circumstances. It's not quite like if you're involved in an accident as a private citizen. Understandable as you're being paid to do the job safely and it's not just you who is potentially liable for any harm you might cause.
